Ah right, I see. My issue is that in some cases the conditions to be satisfied by one of the caveats may not be set. That is, I may wish to have a user who has a particular tag associated with their account, but not a time limited access caveat. If I evaluated such a caveat and did not provide 'half' the terms, I presume I'd not get my desired result.
